MACEN, the Machine / Man Activated Civilian Emergency Network, is command and control for emergencies. Command sees every incident, responder and civilian report on one live map, drafts a plan with AI and puts it to a vote of the people on the ground.
Responders carry it as an app. It shares their position and status, shows their assignment and rides out bad signal, holding positions on the phone until the network comes back.
